1 Research on strategies for promoting international influence of higher education through Chinese foreign cooperation in running schools under the background of powerful country in education

In the process of accelerating the construction of a powerful country in education, Chineseforeign cooperation in running schools plays an important role in enhancing the international influence of higher education, and has a certain foundation in improving the cultivation of topnotch innovative talents, international student attraction, scientific research and academic leadership, and the influence of the "China plan" of crossborder education. However, at present, there are still some problems in Chineseforeign cooperation in running schools in China, such as unbalanced structure and layout, the quality of top innovative talents training needs to be improved, the ability to serve national and local development needs to be improved, and the efficient governance system is not perfect. To this end, Chineseforeign cooperation in running schools should strengthen reform and innovation, make up for shortcomings, appropriately coordinate the scale and benefits, adjust and optimize the structure and layout, increase support and guarantee efforts, improve the quality of talent training through multiple channels, focus on the frontier of science and technology and national concerns, and properly introduce and approve access. China will continue to make efforts to improve the schoolrunning governance system, explore the cooperative schoolrunning mode with Chinese characteristics, and constantly improve the level of Chineseforeign cooperation in running schools, so as to effectively enhance the international influence of China′s higher education.

12 Research on the evaluation index system for the competitiveness of Chinese foreign cooperation in running schools in "Double First class" construction universities

As an important component of the internationalization of higher education in China, Chinese foreign cooperation in running schools in "Double First class" construction universities plays a unique role in improving the level of internationalization of higher education. On the basis of clarifying the principles such as policy orientation, systematism, combination of quality and quantity, pertinency, and integration of Chinese and foreign countries, this study constructs a competitiveness evaluation index system including 3 dimensions, 8 primary indicators, and 22 secondary indicators for Chinese foreign cooperation in running schools in "Double First class" construction universities, validates and analyzes the indicator system based on the PLS model. The establishment of this indicator system further guides Chinese foreign cooperation in running schools in "Double First class" construction universities focusing on talent cultivation, building Chinese foreign cooperation in running schools into the main battlefield for international talent output; Aiming at the international forefront, making Chinese foreign cooperation in running schools a highland for international collaborative innovation; Promote overseas talent introduction and use Chinese foreign cooperation in running schools as a new channel to optimize the international teaching staff; Strengthen contribution orientation and building Chinese foreign cooperation in running schools into a new platform to support a first class discipline system.

24 Research on cross border collaboration mechanism of organized scientific research in higher education institutions in the Guangdong Hong Kong Macao Greater Bay Area

As a new practice in the development of the cause of "One Country, Two Systems" and an important fulcrum of the "Belt and Road" initiative, the Guangdong Hong Kong Macao Greater Bay Area shoulders the historic responsibility of promoting the construction of an international science and technology innovation center and high level self reliance in science and technology. Organized scientific research is a new form of scientific research cooperation among higher education institutions in Guangdong Hong Kong Macao Greater Bay Area. The "Four Aspects" point out the direction for the innovation of organizational forms of scientific research cooperation among higher education institutions, and provide basic guidelines for organized scientific research in universities. At present, the cross border collaboration mechanism for organized scientific research in higher education institutions in the Guangdong Hong Kong Macao Greater Bay Area is not perfect, the flow of factors such as talents, capital and technology is restricted to a certain extent, and the substantive progress of cross border organized scientific research is relatively slow. The way to optimize organized scientific research in the Greater Bay Area is to strengthen central local collaboration, improve the cross border collaboration mechanism for organized scientific research in universities, strengthen the middle level links of inter governmental collaboration to promote the realization of organized scientific research in each of the three types of colleges and universities, and strengthen the basic guarantee of internal and external collaboration to optimize the governance environment of organized scientific research in colleges and universities.

34 Paradigm revolution of organized research in universities in the national innovation system

In the national innovation system in the era of knowledge society, scientific research capability has become the core competitiveness of the country, and the scientific research and service functions of universities play a fundamental and crucial role in the national innovation system. The function of scientific research in colleges and universities is undertaken by two research paradigms: organized research and unorganized research. Under the coercion of the rapid development of the external knowledge economy and the transformation of the internal knowledge production mode, the superiority of organized research has been highlighted, and it has become the mainstream of the scientific research paradigm in universities. In the formation process of organized scientific research in universities, it is necessary to build a community of interests for cooperation between government, schools and enterprises, an open academic community and a mutually beneficial knowledge network.

44 Accompanying and coupling: high quality development of vocational education from the perspective of new quality productive forces

New quality productive forces, with new technology, new economy, and new business models as its main connotations, needs new labor resources, represents the leap of productivity and puts forward higher quality requirements for vocational education. How to grow together with new quality productive forces has become a major issue that vocational education needs to face in the new era. Highquality vocational education has inherent consistency with new quality productive forces. Highquality development of vocational education should have four inherent characteristics: systematic improvement, digital drive, embedded cultivation, and cross domain coordination. In order to achieve highquality development of vocational education towards new quality productive forces in China, vocational education should take cultivating morality and talents as the fundamental task, collaborative innovation as the key path, coupling and connectivity as the main focus, digital transformation as the core driving force, and value creation as the basic orientation. China should create a new form of vocational education with high requirements, improve the new energy efficiency of talent cultivation with high quality, build a new integration pattern of industry and education with high level, activate new variables of digital intelligence empowerment with high standards, and form new advantages of service development with high positioning.

53 Factors influencing the realization of public welfare in non profit private universities: an analysis based on grounded theory

Under the background of classified management of private education, it is urgent to enhance the public welfare of non profit private colleges and universities. Based on the grounded theory, this paper analyzes the factors affecting the realization of public welfare in non profit private colleges and universities. It finds that the public value goal is the normative direction of the realization of public welfare, and the perception of public value is the subjective evaluation of the public to the realization of public welfare. Public departments enhance the publicity of schools through the allocation of public resources, jointly influence the public management system of schools with market forces, and urge schools to give up part of their schoolrunning autonomy in order to gain practical influence and realize public interests better. The government and nonprofit private colleges and universities should jointly promote the realization of nonprofit private colleges and universities by establishing public value goal, optimizing the allocation of public resources, improving the public management system and paying attention to the perception of public value.

62 The logic of evolution and future prospects of  China′s top notch innovative talent training policy: an analysis based on historical institutionalism

The top notch innovative talent training policy refers to a series of measures and plans formulated by the Party and the state to discover and cultivate top notch innovative talents. Since the reform and opening up, China′s policy on the training of top notch innovative talents has gone through three stages: pilot exploration, rational reflection, and consolidation and development. The demands of economic development, educational management system reform, and the evolution of cultural values constitute the deep structure of the changes in China′s policy on the training of top notch innovative talents. The policy changes show path dependent characteristics in terms of core ideology and disciplinary scope, with the interaction between the government, universities, and society forming the dynamic mechanism of policy change. Looking forward, China′s policy on the training of top notch innovative talents needs to enhance the adaptability of the policy, unleash the innovative potential of the policy, promote the integration of the policy system, and ensure the enhancement of policy effectiveness by reflecting on the macro institutional context, clearing the law of path dependence, strengthening stakeholder collaboration, and improving talent growth mechanisms, thereby comprehensively enhancing the quality of training top notch innovative talents in China.

73 The practical significance and implementation path of effective ideological and political teaching in colleges and universities curriculum from the perspective of cognitive evaluation theory

Based on the perspective of cognitive evaluation theory, by analyzing the "key education events" of curriculum ideology and politics in college students′ classroom experience, this study finds that effective teaching of curriculum ideology and politics can meet the psychological needs of college students for independent learning, teaching ability and teacher student connection, and has important practical significance in promoting the "return" of the essence of education, the "integrity" of teachers′ quality and the "reshaping" of teacher student relationship. The curriculum ideological and political classroom in colleges and universities is a teaching field with the interaction of various micro powers, multi actors and interest relations. The construction of curriculum ideological and political teaching field can promote the implementation of effective curriculum ideological and political teaching through the integration of excellent culture, the co governance of power and the interaction between teachers and students.

82 Who is more willing to engage in postdoctoral research: an empirical analysis based on research self efficacy theory and theory of planned behavior

Taking the research self efficacy theory and the theory of planned behavior as perspectives, through a questionnaire survey of 479 doctoral students, it is found that: over 30% of the doctoral student population expressed a willingness to engage in postdoctoral research work, with the focus and type of work being shortterm faculty postdoctoral projects in firstclass university construction universities. The factors influencing engagement in postdoctoral research work include research selfefficacy, academic needs, real benefits, perception of cost and risk, and subjective norms, with subjective norms being the most influential explanatory factor. The impact of these factors on willingness to engage in postdoctoral research work varies by gender, discipline, and academic stage. Research selfefficacy influences willingness to engage in postdoctoral research work by affecting academic needs, real benefits, and the perception of cost and risk. Based on these findings, it is suggested that the scale of postdoctoral positions in various disciplines should be reasonably expanded and the incentive and support mechanism for talents should be optimised; Attention should be paid to the academic career guidance and career planning paths of the doctoral group, and the educational basis of innovation ability should be strengthened, so as to guide them to give full play to their self efficacy in scientific research; It is necessary to give full play to the subjective normative effect of policy guidance, and to set up a sound categorization system in order to match the needs of different types of postdoctoral researchers.

95 Research on evaluation of innovation curation potential of universities in the field of artificial intelligence: empirical analysis based on cross sectional data from 31 provinces in China

Starting from the concept of curatorial innovation potential of universities and exploring its dimensional division and elemental composition, an evaluation system for the curatorial potential of universities in the field of artificial intelligence is constructed. Crosssectional data from 31 provinces in China are selected. The entropy weight TOPSIS method is used for empirical analysis and passes the robustness test. It is found that the potential of university innovation curation can be divided into three subsystems, namely, the resource potential on the supply side of university innovation curation, the production potential on the through side of university innovation curation, and the support potential on the demand side of university innovation curation; The evaluation system of university innovation curation potential in the field of artificial intelligence consists of 12 tertiary indicators with 3 primary indicators and 7 secondary indicators; The geographical distribution of provinces with high, medium and low potential is characterized by "strong in the east and weak in the west, balanced in the north and south, and spread in the three cores". This distributional characteristic basically corresponds to the level of industrial development of the provincial economy. It is necessary to rely on the concerted efforts of government, industry, academia, research and application to promote the continuous emergence of new disciplines, new knowledge, new talents, new technologies, new jobs, new business models and new markets, and to help high potential provinces continue to move up the ladder, medium potential provinces seek their own characteristics, support the structural adjustment and high quality development of low potential provinces.

110 Can human capital agglomeration of graduate students in China affect informal employment: based on spatial spillover effect and threshold characterization

Informal employment plays a key role in expanding employment capacity and alleviating employment conflicts. Based on the panel data set of 31 provinces in China from 2008 to 2021, this study constructed a spatial Durbin model, a spatial decay model and a threshold regression model to analyze the influence mechanism and threshold characteristics of graduate student human capital agglomeration on informal employment. The results show that: in terms of spillover effect, human capital agglomeration of graduate students has a positive effect on informal employment through direct and indirect effects. In terms of spatial attenuation characteristics, the spillover effect has a spatial attenuation trend, 500 km is the abrupt point of the radiation range, and 1 000 km is the maximum attenuation boundary. In terms of threshold characteristics, its impact is influenced by the intervention of graduate student human capital concentration and technological innovation. The former increases the impact of graduate student human capital concentration on informal employment from negative to positive, while the latter increases the positive effect of graduate student human capital concentration on informal employment. Based on this, some suggestions are put forward, such as optimizing the training structure of graduate students, perfecting the system guarantee of informal employment, removing barriers to the mobility of graduate students, and perfecting the national unified big market.
