Abstract:To explore the motivation of the introduction of provincial government subsidy policy for international students in China, based on the theory of policy innovation diffusion, this paper constructs and examines the influencing factor model through event history analysis. By using logit regression analysis, it finds that the provincial financial resources, total import and export volume, joining the Belt and Road Initiative, the proportion of international students with academic qualifications have significant impacts on the provincial government′s subsidy policy. However, the incentive effects of the number of documents issued by higher authorities, the scale and quality of provincial higher education, the scale of provincial foreign students, national diffusion impacts and regional diffusion impacts are not significant. The results show that the provincial government subsidy policy for international students coming to China is determined by internal factors. It is also driven by the improvement of international students′ education quality and the provincial demand for opening to the outside world. In order to increase the function of the provincial government′s subsidy policy for international students in China, it is necessary to evaluate effectively, carry out the publicity work effectively, and comprehensively consider the coordination and positioning of government subsidies at all levels.
