Abstract:The establishment of a "dual circulation" development pattern has given new missions for Chinese universities to educate international students. This study analyzes the latest ranking changes and influencing factors of the top eight destination countries in the world, and finds that the national economic development level and policy support are important factors affecting students′ studying abroad. This study makes a further empirical exploration from aspects of economic development, educational resource investment, policy support and social culture. Empirical results show that China′s economic development level, bilateral trade relations with students′ source countries, teaching staff of overseas students′ education and scholarship policy play positive roles in attracting international students to China, while geographical distance, the policy of mutual recognition of academic qualifications and degrees and the proportion of education investment in GDP have negative impacts. It also finds that the economic development level and cultural distance of students′ source countries have different effects on different types of international students coming to China. Therefore, China should strengthen demandoriented, strengthen the international linkage mechanism, and establish a "dual circulation" education system for international students under the establishment of a "dual circulation" development pattern; take quality as the foundation, and improve policy support and education services for foreign students in China; take resources as the guarantee, optimize the layout of development space, and improve the "dual circulation" efficiency of education services for foreign students in China.
