Abstract：With the implementation of the "211" project, "985" project and "Double FirstClass" initiative, the number of key construction universities has increased, and each province has at least one key construction university. However, the dispersion degree of provincial distribution has increased, and some provinces have become the concentrated highlands. At the same time, key construction universities began to promote the regional scale reconstruction of higher education resources through crossregional flows. Resource flow is closely related to power reconstruction. The shift of power from the upper level to the lower level, and the prominence of cities′ power to develop higher education have become the key characteristics that affect the development of key construction universities. In the new stage of "Double FirstClass" initiative, it is necessary to appropriately change the selection and evaluation methods of key construction universities, expand the administrative authority of cities in the higher education area, and regulate the crossregional flow of key construction universities.
