Abstract:The traditional trade economy has formed a central, marginal, and semimarginal world structure, which has created a dependency relationship between countries in higher education. Since the 1980s, the "double cycle" pattern initiated by emerging economies such as China has become a new model that affects the construction of higher education order. With the influence of "deglobalization" and worldwide spread of COVID19, the "double cycle" development pattern dominated by China has begun to enter the "2.0" era. However, the development order of higher education has not undergone substantial changes, and the coordination mechanism of higher education and the operation of the relationship between supply and demand have suffered huge constraints. In fact, China′s higher education is not well prepared to adapt to the new development pattern, and problems such as the poor internal and external circulation of higher education and the duplication of resource allocation are still prominent. From an internal point of view, higher education should respond to the needs of the social economy in the "double cycle" new development pattern, and make up for the shortcomings in the development of universities. Externally, only by stimulating the imagination of higher education and "enabling" innovation can it create a spiritual space that circulates with the entire world.
