Abstract:The National Excellence Program is an important initiative for highlevel universities to cultivate high quality teachers at the graduate level to help the construction of a strong education country, and is of great significance to the construction of a teacher education system with Chinese characteristics. The introduction of this policy is not only a specific requirement for realizing the major national development strategy, but also responds to the practical needs of highlevel comprehensive universities to participate in teacher education, and also conforms to the global trend of developing teacher education in comprehensive universities. The National Excellence Program reflects the logic of policy design centered on "excellent education for excellence", the logic of policy innovation featuring "model upgrading", and the logic of "collaborative education" as a guarantee. In order to improve the implementation effect of the National Excellence Program, the pilot universities should improve the quality of the selection work on the basis of clear policy objectives, insist on leading the cultivation of teachers′ morality with the spirit of educators, innovate the mode of cultivation to enhance the comprehensive quality of students, and integrate all kinds of resources to support the career development of students.
