Abstract:The university teacher′s teaching evaluation system formed in the long history has a series of problems such as the lack of attention to the main body of teachers′ teaching evaluation, the antiscience of teachers′ teaching evaluation standards, and the difficulty of effectiveness of teachers′ teaching evaluation. The emergence of these problems is closely related to the power pattern constructed by the stakeholders of teachers′ teaching evaluation, the organizational behavior preference shaped by the technological era, and the efficiencymaximizing paths pursued by universities. To meet the needs of educational evaluation reform and highquality development of teaching in the new era, the teaching evaluation of Chinese university teachers needs to carry out profound reform from concept to system, and realize the institutional reconstruction of developmental evaluation based on the "subjectpurpose" framework and systematic evaluation based on the "teachingscholarship" framework.
