Abstract: Doctoral student diversion is an important way to enhance the academic ability and promote the diversified development of doctoral students, and the diversion system is a prerequisite for the highquality development of doctoral education. This study adopts content analysis method to systematically analyze the texts of doctoral student diversion system in 106 "double firstclass" universities, and constructs an institutional framework with the five major elements of diversion concept, diversion subject, diversion standard, diversion method and diversion guarantee as the core, there are some institutional deficiencies in each element, such as low emphasis on the concept of diversion, unclear responsibilities of the main body of diversion, uneven standards of diversion, insufficient channels of diversion, and incomplete safeguard measures of diversion. Based on this, in order to further improve the rationality, systematization and feasibility of the doctoral diversion system, universities should systematically optimize the existing doctoral diversion system from the following aspects: innovate the concept of doctoral diversion, strengthen rational cognition; cooperate with the main body, clear division of responsibilities; refine the diverting standard and do a good job in time; widen the diversion channel and standardize the diversion procedure; improve the diversion guarantee measures and pay attention to updating the system.
