Exploration and optimization of Sino-foreign cooperative education institutions in "double first-class"universities under the background of education power

Abstract：To speed up the building of a strong education country, we must not only unswervingly deepen reform and cultivate "internal achievements", but also unswervingly promote external exchanges and cooperation. As an important practice form of local internationalization, Sinoforeign cooperative education institutions provides an effective practical direction for Chinese colleges and universities to continuously enhance the level of opening up to the outside world. This paper analyzes the development of 25 Sino-foreign cooperative education institutions of "double firstclass" universities in the three provinces of Jiangsu, Zhejiang and Shanghai, and finds that the overall development of cooperative institutions in the three regions is relatively mature, but the following problems exist: most of the partners are universities in developed countries, but the proportion of worldclass universities are relatively small; the specialty setting has its own characteristics, but the contribution to the discipline construction of mother universities is not high; the training mode is increasingly diversified, but the level of talent training system needs to be improved; the quality assurance system is gradually improved, but there is still a gap with the international standard; although the results of running the school are gradually showing, but the connotation of cooperation is not deep enough. Under the background of building an educationally strong nation , in order to realize high quality running of Sinoforeign cooperative education institutions of "double firstclass" universities, it is suggested to strengthen the integration of high-quality educational resources, focus on the key points of firstclass disciplines; innovate the talent training mode in the new era, build the highlevel talent training system; improve the quality assurance system according to international standards, improve the quality of Sinoforeign cooperative running institutions; strengthen international resources coordination, enhance the ability of scientific research and innovation; give full play to the demonstration and leading role of high-level institutions to help the strategic layout of education power.
