Abstract: A scientific and reasonable evaluation index system for internationalization of higher education is needed to build a highlevel talents cultivation system, deeply participate in global education governance, promote the continuous deepening of education reform with highlevel opening to the outside world, and steadily enhance the influence of Chinese higher education in the world. This study used grounded theory to inductively deduce criterion layer elements reflecting higher education internationalization level in the new era, build the evaluation index system theory model of Chinese higher education internationalization in the new era, then finally build the evaluation index system of Chinese higher education internationalization in the new era as primary index, nine main categories as secondary indexes, and 32 corresponding categories as the third grade indexes, also Analytic Hierarchy Process was used to determine the weight of each index. To promote the internationalization of higher education in the new era, we should adhere to the global thinking to optimize the teaching staff, and grasp and strengthen the construction of teachers′ ethics; adhere to combination of "importing" and "going out", vigorously optimize talents training program; adhere to the innovation of talents cultivation mode, and constantly improve the quality assurance system.
