Abstract:The value of educational policy could be evaluated through the three coordinate systems of discourse, text and effect. The evaluation of good education policy is the combination of rational value and tool value. The rational value of educational policy is embodied in the target system of democracy and science, through the appropriate and meaningful tool value. In present risky society, the assessment of educational policy risks with the tool significance is the necessary basis for the "good education policy". In many assessment tools of policy risks, the CIM analysis method is more suitable for the characteristics of educational policy. In the decisionmaking process of education policy, all kinds of risk factors can not appear orderly, but show a strong randomness, so the parallel response model is more suitable for CIM. Taking the two educational policies′ process of our country as examples, using this method to carry on the risk analysis, it is found that the total policy risk is in the acceptable range, but there are high risk factors in the three dimensions. In order to ensure the consistency between the effectiveness and the goal of the education policy, the prevention and digestion of high risk factors should be fully considered in the stage of the policy formulation, and timely remedy should be carried out in the phase of the policy implementation.
