A review of policy changes of independent colleges from the perspective of punctuated equilibrium theory |

Abstract Based on the punctuated equilibrium theory, this study systematically reviewed 49 policy texts, including laws and regulations, administrative rules and official announcements, issued at the national and local levels since 1997, and found that the policies of independent colleges have overlapped between three policy equilibrium periods and three punctuated periods in the process of change.From the perspective of nationlocal interaction, national policy guidance and local policy adaptation jointly contribute to the transformation of the policy field, resulting in two types of policy change: longterm stability and rapid change in the policy of independent colleges. In this process, the policy of independent colleges shows the unification pattern of central policy and local policy diversity. The interaction process of different levels of government plays a leading role in influencing the policy change of independent colleges. The process of policy change is driven by high political position and policy innovation. To promote the smooth transfer of independent colleges, the central and local governments should comprehensively allocate policy tools and form a joint force of policy tools; strengthen the guidance of policy goals to gather the consensus among target groups; promote general public recognition to open up social support channels.
