Abstract The education structure is the skeleton frame of the education system. A new round of higher education′s structural adjustment is from the popularization of higher education, the supply side′s structural reform and the construction of city agglomeration. The city and city clusters become the main strategic space for the new round of education′s structural adjustment. The local government including the provincial government becomes the main force of the new round of education′s structural adjustment. The interregional cooperation and winwin cooperation are the prominent characteristics of education′s structural adjustment. Network factors′ participation and achieving interoperability among various educational structures are typical characteristics of the education′s structural adjustment. The structural adjustment of higher education should define "perfecting the system, improving the level of cultivation, gathering momentum, and cultivating kinetic energy" as the basic ideas, promote the close integration of the adjustment of the educational structure and the educational system construction, form a stable system architecture and a mature institutional framework for the modernization of higher education structure system, and construct a worldclass higher education power which features more open, more coordinative, more mature, and more qualitypossessing modern education of the 21st century.
