Rational and orderly flow of talents in colleges: the theoretical dimension and practice way |

Abstract The unordered flow of talents in colleges under the background of "Double Firstrate" construction has aroused widespread concern among the government and all circles of society. Based on the analysis of policies, theories and possible consequences, the paper puts forward that in our "Double Firstrate" construction, we should always adhere to the correct orientation of talents flow, which mainly starts from five aspects. The first solution is to serve the overall situation of national strategies and to achieve the rational and orderly flow of talents. The second one is continually through the preferential talent policy to support the development of colleges and universities in central and western China. The third one is to make the best use of everyone, based on the development demands of universities and disciplines. The fourth one is to focus more on training than on introducing, and give full play to the role of young talents. The fifth one is to have a higher vision, aiming at the introduction of firstclass international talents. The rational and orderly flow of talents in colleges and the best use of everything are the proper ecological system of our higher education system. Only in this way can we promote the healthy and sustainable development of China′s "Double Firstrate" construction.
