Abstract With local universities′ applicationoriented developing mode defined, it is important to carry out the practice, and explore the innovation path of application development. In the process of transformation, local universities should always keep in mind that their essential mission is to cultivate talents, that is, to train applied talents in cooperation with enterprises. According to the requirements of economic and social development and in accordance with the laws of the higher education, the following measures should be taken in the application transformation process, such as bravely taking responsibility of innovating transformation strategies, introducing multichannel running funds by establishing university board of directors and internal running systems, implementing responsibilitysystem of small units, adopting scientific research performance incentive, and introducing high level academic staff without limits.
