German universities promoting the national artificial
intelligence strategy: missions and actions

Abstract: To seize opportunities presented by artificial intelligence (AI) development, Germany issued the "National Strategy for Artificial Intelligence" and its upgraded version in 2018 and 2020, respectively. The actions and measures taken by German universities in alignment with the national AI strategy not only possess a robust foundation but also demonstrate a clear trajectory. These actions include the creation of a "reservoir" for AI specialized talents, the optimization of an "ecosystem" for AI technology research and development, and the exploration of an "experimental field" for everyday AI applications. The German experience offers valuable insights for Chinese universities in driving the AI development strategy: adhering to a governmentled principle, proactively serving the comprehensive goals of the national AI development strategy; forging alliances with diverse entities to cocreate an innovative ecosystem that furthers the AI strategy; and adhering to a technology pragmatism approach to facilitate the integration of AI into everyday higher education practices.
