Abstract:Taking universities in 28 provinces of China as the research object, this study builds DEA model to measure the transformation efficiency of university scientific and technological achievements based on the theoretical framework of innovation ecological systems theory and obtains six secondary conditional variables under the four conditions of universities, government, market, and hybrid organizations in the innovation ecosystem. From the perspective of loose innovation ecosystem and compact innovation ecosystem, this study uses fuzzy set qualitative analysis method to summarize four models, respectively the market pull model under the compact innovation ecosystem, the intermediary role model under the compact innovation ecosystem, the university push model under the loose innovation ecosystem and the intermediary role model under the loose innovation ecosystem. The market pull model under the compact innovation ecosystem can be adopted in regions where the innovation conditions of innovation agents are complete and the market absorption capacity is strong. The university push model under the loose innovation ecosystem can be adopted in regions where the conditions of the innovation ecosystem are weak and the role of universities is obvious. Under the condition that the advantages of universities, governments, and enterprises are not obvious, hybrid organizations should be developed and the intermediary service role of these organizations should be stimulated.
