Rural communal education is of positive significance and strong public welfare feature in revitalizing rural economy, popularizing rural livelihood, promoting educational fairness, construction of harmonious rural community and so on. At present, the public welfare feature of rural communal education in China is facing such realistic challenges as insufficient public financial investment, low participation of “stakeholders”, and shortage of effective supply. So it is necessary to take measures in the aspects of system construction, investment mechanism reform, governance mode innovation and so on in order to assure of the welfare feature of rural communal education via different methods and comprehensive policies.
