From 1956 to 1966,China made a plan to organize and receive foreign tourists to China in order to implement its foreign policies and develop a friendly relationship with other countries,such as the Soviet Union. The number of source countries and foreign tourists varied with the evolution of Chinese diplomatic routes and state relations. Political and diplomatic considerations prevailed in the reception of foreign tourists during this period. CITS differed political reception from life reception for foreign tourists and thus completed political and diplomatic tasks to the satisfaction of the Government. But the prevalent political considerations also led to such problems as restricted activities on the part of foreign guests, thus affecting Chinas tourism by foreigners.
