Legal Safeguard for the Construction of Chinas Smart Grid

Abstract:The smart grid is the upgrade of the traditional power system basing on information technology, integrating the traditional power infrastructure with modern information and communication technology, and makes the power grid cheaper, safer and greener. As there are different stakeholders of the smart grid, there should be an extensive range of laws governing it. However, there is almost none of such laws in China at present. The United States and Europe not only stress the value of the legislative or normative priority for the construction of smart grid, but have much in common in their legislation as well. China should combine the systemic legal addressing and the concentrated legal expression to strengthen the legal safeguard for the construction of Chinas smart grid.
