Abstract:The state ownership of natural resources originates from sovereignty of natural resources, and is the inevitable demands of the newly established or independent countries after World War II in their economic and social development. Sovereignty in international law stems from property right in domestic law. Sovereignty is linked to property as with an umbilical cord. Although it is a key word used in international law, sovereignty is a conflict between property right and sovereignty when it is applied to domestic law, because sovereignty demands the superior or supreme power than property right. The state ownership of natural resources in China is a political arrangement based on socialist public ownership. At present, all interpretation, deconstruction or reconstitution of state ownership of natural resources avoid talking about the political arrangement of socialist public ownership intentionally or unintentionally in China
