Abstract Comprehensive evaluation, as an important measure to reverse the trend of College Entrance Examination to rely exclusively on score and an important part of the reform to improve the College Entrance Examination system, was proposed and stressed by National midterm and longterm education reform and development program outline(2010—2020) in the year of 2010 and Opinions of the State Council on deepening the reform of examination and enrollment system reform in the year of 2014. As a systematic project, the comprehensive evaluation of the College Entrance Examination reform was based on the new curriculum reform of basic education, the appeal of college to have the enrollment right, the new development of examination and testing technology, and the implementation of the international student evaluation project. So systematic design, taking into account the scientific nature of the examination and fairness, effective convergence of basic education and higher education, the establishment of a comprehensive evaluation system of College Entrance Examination is the core content of the comprehensive evaluation of the College Entrance Examination reform.
