The Analysis of Internal Governance Structure in Public Universities:
Based on Investigation on Administrator in 10 Universities |

Abstract Through an empirical survey on forms and function of internal governance organization, power allocation and operation of internal governance, the selection course of University President and the situation of “De administration” in 10 public colleges and universities in China, it is found out that, in public university, the responsibilities line between Party committee and President is unclear, the three—level administration is low in efficiency, the mechanism of external stakeholders engaged in the governance is lack, the internal governance organization follows administrative mode and no inner supervision existed, the inner power allocation was lead by the administrative power instead of academic power. In order to improve the internal governance structure in public universities, reforms should be started from school. Measures should be adopted to establish the board of supervisors to make the external stakeholders engaged, balance the internal power allocation between administration power and academic power, build orderly and efficient power moving mechanism.
