Abstract As a new trend in the field of higher education, academic entrepreneurship should be incorporated into the total planning of the university. In the name of "academic entrepreneurship", it integrates diversified academic entrepreneurial activities such as enterprise establishment, technology transfer, business consulting and offcampus training, making the schoolbased academic entrepreneurship policy stable, developmental and integrated. In the toplevel design, the schoolbased policy of university teachers′ academic entrepreneurship should adopt the basic position of "encouragement and standardization", the double goals of "talenttraining and achievementtransforming" and the motivation model based on inventor interests. The three aspects support each other and become a whole one, which frames schoolbased academic entrepreneurship policy text. To promote the schoolbased practice of university teachers′ academic entrepreneurship policy, we should start from the three measures of classified management, building a platform and breaking the improper evaluation mechanism, and implement the three value dimensions of the policy design.
