Abstract The objective of the personnel agency system of colleges and universities has basically realized since its implementation in L province in 2000. However, as the group appeal is usually not responded to in the personnel agency system, its organizational behavior is different from that of the establishment staff at the psychological and behavioral level. The groups negative organizational behavior has adverse influence on the implementation of the system and the stable development of the school. By employing the theory of organizational behavior, the present article analyzes the characteristics of the behavior of the teacher group in the personnel agency system and their attributing factors and explores the ways to optimize the personnel management of colleges and universities from three aspects, namely the government, the school and the teacher.
