Abstract In order to implement the spirit of the Party′s 20th Congress, accelerate the construction of highquality education system and the construction of a strong education country, China should be ahead of the layout, clear the direction of degree system reform, promote implementation first, and then improve the policy. It is the right time for the current degree system reform to change from dualtrack to threetrack, which has its internal logic: it conforms to the law of historical development and adapts to the process of Chinesestyle modernization; based on the frontier of innovation theory, follows the academic theory requirements of the classification development of degree education; rooted in local practical experience, in line with the actual practice of degree system. Combined with the vision goal of 2035 and the practical difficulties in the reform, the promotion from the dualtrack to the threetrack can be divided into two steps: the first step is from 2023 to 2028, the first step is to establish and then break, the first step is to establish stability, establish new ideas, and set up new degrees under the existing framework; the second step, from 2028 to 2033, will be reestablished, establish the threetrack degree system, and present a new plan for China′s degree practice.
