Abstract Since the implementation of the high-level university construction project in 2016, Jiangsu province has formulated and improved the performance evaluation index system of high -level universities. The system constructs the dynamic adjustment mechanism, highlights the importance of major landmark achievements for university development, and strengthens the benign interaction between higher education and economic and social development. It has an enlightening effect on promoting educational evaluation reform in the new era and high -level university construction in China. In the future, educational evaluation reform of China′s high-level universities should always adhere to the direction of fostering virtue through education to guide high - level universities to cultivate first-class innovative talents for socialist development; promote the diversification of the educational evaluation system, so as to guide universities with different types or levels to produce different major landmark achievements according to their own specialties; explore and promote value-added evaluation, so as to vitalize high-level universities to serve economic and social development; strengthen international communication and cooperation in the field of educational evaluation, so as to better guide high-level universities to become "first-class" in the world.
