Abstract The expression “conceptual enterprise” is the answer to the question of “What is the original meaning of university education?” from the perspective of educational philosophy. Conceptual enterprise means that university education is a rational cause that produces ideas, and is restrained and supported by ideas. Conceptual enterprise also determines that university presidents govern mainly through rational governance. Rational governance is divided into the two clearcut fields of governance in schoolrunning and education respectively. Guided by the notions of conceptual enterprise and rational governance, the ultimate goal of university education is to cultivate social citizens that care for the hidden values that lie behind the behaviors of themselves and other people.
