Transformation in President Selection Policy under the Background of Power Expansion in Public Universities in Taiwan |

Abstract As public governance model witnesses deep transformation in educational management, the Taiwan authority, through orderly transfer of power, has changed the way in which presidents of public universities are selected. Initially, presidents were directly appointed by the government, and then the process turned to be a twostage selection first by universities then by the government. Now it is eventually established that universities have the complete autonomy in presidents selection. In this transformation process, corresponding selection policies gradually affirmed the subjectivity of public universities, cultivated their governance capability, and improved the intersubjectivity relations between the government and universities.
