Abstract:In China, higher education international development faces disconnection between scale and quality of international student enrollment, which may cause various problems like lower quality and academic expectation of international students, and their uneven quality of different countries. The essence is that in the historical evolution process of the scale and enrollment quality of international students, higher education goals are not prominent enough, and quality goals are not emphasized sufficiently. Quality problems of international student enrollment may persist or even be worse due to dual impacts of and dependence on scholarship. Therefore, education administrative departments and universities should change setting concepts of international student scholarships, enhance quality awareness, enhance the awareness of scholarship release efficiency, establish enrollment quality standards of international students studying in China with scholarships, form evaluation systems for international student scholarships, and deepen the supervision of scholarship release and enrollment quality, so as to promote the transition of international student enrollment from scale expansion to quality improvement.
