Abstract：A detailed study of the situation of the institutional construction of Chinas university charters shows that the construction lags behind because the charters as the guideline are absent in the institutional construction at the macroscopic level and there are no overall planning and links with the system at the microscopic level. Based on a comparative study of the single, the multiple and the giant charters, the present article contends that Chinese universities should take a serious attitude towards institution and establish a set of effective institutional mechanisms to formulate regulations and guarantee their implementation and that they should establish effective links between the charters and the regulations by guiding the latter with the former and construct a netlike system with the charters as its guideline.
