Dilemmas and countermeasures of independent colleges′normative development in the new era

Abstract:Private education in China is changing from opportunity competition to strength development, and facing structural transformation, requiring independent colleges turn to qualitycored connotative development. However, independent colleges have encountered various problems between a historical rationality vanishment and a realistic legitimacy reformation, between continuous weakening of comparative advantages and nonformation of competitive advantages, of classification difficulty of the profitmaking and nonprofit based on public welfare attributes, and of transformation not meeting needs of higher education development. China should take strategies to promote their reform and normative development: to adjust and revise relevant laws, regulations and policies timely to achieve legitimacy reconstruction; to clarify the mission and position, strengthen schoolrunning characteristics, and form competitive advantages; to distinguish profitmaking and nonprofit attributes under public welfare attributes, adjust public policies, and improve governance structures; to classify and explore transformation, reform and standardized development paths, and strengthen forwardlooking theoretical research based on local conditions.
