Abstract:In the 20th century, Carnegie Foundation for the Advancement of Teaching (CFAT) actively practiced the idea of “the gospel of wealth” and “the gospel of efficiency”. In such higher education practices as specialization of American medical education, establishment of classification standard of colleges and universities, the undergraduate education reform in research universities and the launching of scholarship of college teaching, CFAT actively serves as an education think tank of theoretical guidance, direction guidance, policy proposal and decisionmaking counseling, displaying the basic features of education think tanks like sticking to independence and autonomy, stemming from practice, clearly identifying themes and taking the initiative.
