Abstract Although the present CPC Constitution is the best edition in the history of CPC,there are problems in some articles. The regulation of an upper organization having the right to transfer or appoint the principal of a lower organization virtually blocks the development of democracy within the Party. There is no regulation on whether the skeleton organization has the right to set up standing committee or not. Timely paying of party-fee is not included in the regulation as a definite obligation of Party members. Regulations on representing apparatus of the Party,Party group,and special organization are in want or ambiguous. In order to reinforce the scientization and standardization of the Party Constitution,and promote its authority,it is necessary to revise and perfect the related articles.
