Abstract The evolution of China＇ s political power structure at the county level in the 20＇h century was the evolutionits of its politics, economy, society and culture in that historical context, but at the same time embarked on a special way of evolution that was different from the systemic building of the whole country be- cause of its duality. The first half of the 20th century saw the various integrations of governance by officials and governance by self, the focus of political power structure at the county level whereas the second half saw those of party and administration and those of the central government and the local societies, especially the latter, which formulated the county political ecology of the Party working together with the administration.
