The global governance capacity is an important component of national might. The national capacity for global governance refers to its ability to participate in the negotiation and cooperation of global issues with its might and resources to influence the interests and value preferences of others, so as to better achieve its own will and goals. It is comprehensive, diverse and dynamic in characteristics, and mainly composed of discourse supply, institution creation, agenda setting, and political mobilization. The building of global governance capacity for a country is not only an urgent need for it to participate in global governance and enhance its international image and status, but also an inevitable requirement for it to promote the modernization of overall governance capacity. The improvement of national capacity for global governance depends on the active promotion of domestic governance, the strategic transformation of its might and resources, the effective supply of public goods, and the successful shaping of political consensus.
