Abstract:Ke Qingshi, the 1st Secretary of Shanghai Communist Party Committee, was the first local leader who implemented Mao Dedongs call for catching up and surpassing UK and bringing China into an industrialized country. During the three years of the Great Leap Forward, Shanghai led the nation in the “Steel Making” movement. As the local leaders from other regions were ignorant of urban industrial management and development, they were eager that the relatively more industrialized Shanghai could offer useful experience and outcome for the Great Leap Forward in industry and point out a way to Chinas socialist industrialization. Thus Shanghai eventually became a model of large-scale steelmaking movement.
