Abstract：The revitalization and development of China＇ s ITV depends upon the advance of integrating the three networks into one. From the communication perspective, there are three obstacles to the development of ITV ： firstly, obstacles on the part of communicators out of conflict of interests ; secondly, technological bottleneck due to the incompatibility of the three networks; lastly, inadequate publicity on new media technology. So, eliminating industry barriers, improving the outdated management system, increasing policy support and publicity of the new media will help solve problems and boost ITV development.
