The acquisition of development resources is of great significance to social service institutions. In reality, the government dominates the supply of development resources, giving rise to such problems as social service agencies reliance on resources, and the gap between them. Due to inadequate information, utilitarian and misunderstanding of public welfare, the social service agencies have difficulty in drawing on social resources long. Through the study of the three social service institutions in D District of N City, it is found that the social service institutions are less independent in terms of development resource acquisition, passive in status, and enjoying low access to development resources, but some through selfresourcing has achieved some success in integrating resources. So, we suggest that the social service agencies build a social enterprise as the path of obtaining development resources.
