The “Belt and Road”Initiative, which reflects the new concept of Chinas allround opening up in the new era, has been recognized and supported by countries along the route that is becoming the core link between China and Europe. Under the background that the urban agglomeration has become the main front of international competition, the construction of Chinas urban agglomeration system along the “Belt and Road” can not only link the countries along the route, but also provide new space for the opening up and economic revitalization of Chinas central and western regions. It is also conducive to Chinas transition from passively embedded in the GVC to the formation of a GVC system based on China. This requires China to comply with the trends and historical opportunities of the value chain under the “Belt and Road ”Initiative, and build the East, West and West urban agglomeration system along the six economic corridors and three blue economic channels defined in the “Belt and Road ”Initiative. The layout is based on the formation of the value chain, so as to cultivate the NVC, connect the “Belt and Road” value chain, and form a new GVC system led by Chinese enterprises.
