Abstract： The village leaders must be supervised because of their administrative behaviors are crucial to rural economic development and social stability. As leaders of autonomous communities, their administrative behaviors are chiefly supervised by the local villagers. However, the growing hollowing and aging rural communities in the Midwest China are inadequate in supervision in terms of strength, quality and efficiency. So, it is suggested in this paper that efforts should be made to promote the development of rural economy so as to improve the economical and political incentive mechanism of village leaders as well as the income level of villagers and village leaders; rural informatization be strengthened to improve the conditions of publicities of village affairs and villager supervision, especially village finance publicity; the punishment policy be adjusted and refined; the rural supervision organizations be integrated and the villager oversight committee set up; the migrant workers be given full play in rural supervision; the favorable policies be really implemented and the unnecessary intermediate links be avoided.
