Abstract The past thirty years has witnessed a dramatic development in the theory and practice of China′s Higher Education Internationalization (HEI) both in the Startup Period and Blowout Period. However, more work should be done due to the fact that Chinese universities are poorly internationalized, and that numerous weaknesses still exist in its theory and practice. More seriously, the HEI of China is still out of joint with Chinese Higher Education development and mismatches the economic and political status of the country. Therefore, the process of the development of HEI in China needs to be retrospected both theoretically and practically so as to pinpoint the achievements and shortcomings in this field. Introspection focuses on both the theories of HEI centering on its connatation, dynamics, paths, talents cultivation, and the practices of Sinoforeign university collabaration, discipline establishment, foreign language teaching reform, internationalized course establishment, internationalization policy implementation, and effectiveness of HEI in order to offer constructive suggestions. This retrospection and introspection will undoudtedly facilitate the development of the HEI in China and ensure the prosperity of Chinese Higher Education, in particular, exerting great influence on the implementation of Double FirstClass Initiative in China.
