Abstract Accelerating the construction of modern vocational education system is the strategic theme of the development of vocational education in China, and it is necessary to clarify the basic propositions such as its orientation, core and development path. Based on the above reasons, Prof.Felix Rauner, the German vocational education expert, gave us the detailed information of the questions. He believes that, in the first place, we should set up the parrallel structure between vocational education and academic education; in the second place, the diagnosis of occupational competence is the prerequisite of the quality assurance and structure development of vocational education. COMET, the largescale diagnostic tool which is based on the work process knowledge, has already achieved some good effects in Germany, China and South Africa etc. With regard to the current reform and modernization construction of Chinese vocational education, Prof. Rauner considers that the construction of domestic vocational education research team should be strengthened, the core and standards of vocational education should be developed, and the "corporate training regulations" should be established, etc.
