Abstract Only the firstclass system can attract firstclass scholars，and only firstclass scholars can create the firstclass disciplines.System construction is of great significance to the disciplines construction. At present, the construction of firstclass disciplines in our country is faced with the dilemma of "path dependence", and the overstress on resource investment rather than system construction will block the effective construction of firstclass disciplines. To construct the firstclass disciplines, the traditional system needs to be reformed, and a new system is to be established. School governance is the system foundation of firstclass disciplines construction. Its aim is to establish a modern school system, in which the system environment of firstclass disciplines construction can be optimized by reforming the teacher appointment system,the dean selection system and the financial system based on the coordination of "schooluniversity "relationship.
