Abstract The transition of some local universities into schools of applied technology indicates the formation of the hierarchical structure of Chinas vocational education. At present, vocational education is mainly offered in three or twoyear colleges. So it is necessary to raise it to a higher level. Judging by the endogeny of the hierarchical structure, the poorly accumulated vocational education cannot fulfill the task. Judging by its exogeny, local undergraduate universities are quite rich in educational accumulation and have a relatively complete hierarchical structure. They are homogeneous to vocational education in schoolrunning orientation and educational objectives. So local undergraduate universities transition into vocational schools will undoubtedly be an effective way of promoting the formation of the hierarchical structure of vocational education.
