Abstract An analysis of the controversy over the necessity or abolishment of the “211 Project” and the “985 Project” shows that the controversy lies in the increasingly apparent disadvantages of the Projects such as polarization of wealth, inflexibility of classes and homogenization of universities. With the popularization of higher education and the increase of the power of local colleges and universities, the “211 Project” and the “985 Project” will gradually withdraw from the historical stage. And in the period of post211 and post985 Project, priority should be given to the construction of firstclass disciplines instead of firstclass universities and a dynamic competition mechanism should be introduced to promote the reform of the performance funding mode.
