Abstract At present, there are some drawbacks in managing the institutions of intermediary management of educational evaluation in China. Based on an analysis of the operating mode of foreign intermediary institutions of educational evaluation and its characteristics, the current article demonstrates the necessity of establishment of intermediary management institutions of educational evaluation by taking Shanghai as an example. It also suggests that the institutions should be affiliated to the Education, Science, Culture and Public Health Committee of the National Peoples Congress and classified as an industry association and that the guidance of educational departments, selfassessment of schools, charge of the third party and participation of international evaluation agencies should all be part of the practice of educational evaluation.
