Abstract With the development of economy and society and the enhancement of the service function of higher education, the interaction between local universities and their cities is more and more frequent, and there is a growing need for a close partnership between them. The symbiotic development of local universities and cities is an inevitable trend under the joint action of multiple logics. By implementing a series of programmes to enhance the capacity of local universities to serve regional industries, stimulating the vitality of regional innovation systems, jointly nurturing talents in short supply for regional development and improving industrial education laws and regulations, the balanced development of regions has been strengthened, human resource development in cities has been significantly enhanced, industryuniversityresearch cooperation has been deepened and social issues have been effectively addressed. Drawing on the relevant experience of South Korea, in order to better promote the twoway empowerment and interaction between local universities and cities, China should formulate special policies for the symbiotic development of local universities and cities, optimize the regional innovation ecosystem, promote local universities to serve urban human resources clusters, and further promote indepth cooperation between industry, university and research.
