Abstract Innovation and entrepreneurship education (IEE) has a practical problem faced by Chinese universities. The difficulty lies in how to mobilize the full participation of teachers and students. Only by proving that IEE is related to the vital interests of every teacher and student, can we stimulate their inner enthusiasm for participation. Therefore, it is necessary to carry out a philosophical survey. It is found that innovation and entrepreneurship are related to everyone′s life meaning and value realization, and have dual meanings of individuality and sociality, mainly individuality. However, people tend to emphasize their sociality more than their individuality. From the individual level, innovation is to achieve selftranscendence, and entrepreneurship is to pursue the realization of ideal value. From the social level, innovation refers to the realization of scientific and technological breakthroughs, and entrepreneurship refers to the success of a business. IEE should get started from focusing on the individual innovation and entrepreneurship potential, and reach the endpoint of inventioncreation and business success through professional education and social practice. The focus of IEE is to cultivate the ability of innovation and entrepreneurship, which includes seven key capabilities as follows: how to determine goals, how to plan and design, how to try boldly, how to communicate and cooperate, how to grasp opportunities, how to avoid risks and how to resist setbacks. These seven abilities not only constitute a sequence, but also rise in a cycle, thus forming a closedloop system. In order to carry out IEE, universities should adopt measures according to local conditions and teach students according to their aptitude, and make breakthroughs in "innovation drives entrepreneurship", "integration of innovation and entrepreneurship" and "entrepreneurship leads innovation".
