Abstract As an analytical perspective to clarify the mutually beneficial and symbiotic relationship between discipline clusters and highquality urban development, the interactive governance theory has clear structural characteristics and essential directions, which can promote the formation of an innovative ecological chain of highquality development and sustainable cluster space between universities and cities. From the theoretical analysis perspective of interactive governance, the discipline cluster and highquality urban development fit into a coupled governance community of common destiny, which presents the characteristics of innovation drive of mutuality and symbiosis, structured operation of complementarity and embeddedness, and value target orientation based on each other. Facing the future, based on resolving role conflicts, structural contradictions and value differences, the highquality interactive development of discipline clusters and cities should try to clarify the role requirements among governance actors, form an interactive and orderly action communication mechanism, and build a harmonious and democratic good governance pattern.
